Supply Chain - Contracts Manager
The client a major FPSO Owner Operator has a requirement for a Supply Chain - Contracts Manager to work out of Singapore.

Key tasks and responsibilities
• Provide leadership, coaching and supervision to functional staff, ensuring their appraisals, development and training
• Plan, organize, direct and control the contract function
• Ensure best possible allocation of the right resource for the right task/opportunity within the contracting function
• Manage and oversee the execution of contracting activities ( Pre- and Post-award) conducted by the function, including but not limited to sourcing, tendering, evaluation, award, contract management, claims and close out
• Develop and implement contracting plans
• Implementing client contract requirements and ensure client flow down provisions are incorporated into tenders, contracts and contracting Plan
• Perform compliant contracting activities, for Prospects, FEEDs and Projects in accordance with the contracting practices and standards published in the Company Management System and the established contracting Plans
• Perform contracting duties including key responsibility for negotiations, trouble shooting and act as escalation point for issues between the functional staff and various stake holders and contractors / subcontractors
• Ensure that all required contractors and subcontractors are pre-qualified according to the relevant procedures
• Provide regular status and progress reporting to clients, projects and management
• Build in-depth knowledge about the market including vendors, cost drivers and risk as well as company requirements for Topside engineering, Ship yards and Fabrication yards and actively provide input to the relevant Category Managers as required
• In cooperation with the Sourcing Analyst drive and build up business intelligence for the relevant markets, cost drivers, contractors and sub-contractors
• Ensure involvement of Legal, Insurance, Finance, HSEQ and other departments in the contracting activities where required
• Actively drive the development and implementation of Best Practice contracting practices, standards and forms required to meet the objectives of the Company
• In all matters seek to maximize value and minimize risk for the company
• Other duties as assigned

Desired Skills and Experience

Qualification requirements - Education• Possess a relevant degree or equivalent experience

Experience
• Ideally 10 years of relevant experience, primarily in the area of contracting and sub¬contracting
• International experience in offshore oil and gas industry is an advantage

• Excellent interpersonal and communication skills
• Excellent decision-making skills
• Proactive and able to work independently, applying a structured and systematic approach
• Analytical with good attention to details
• Strong negotiation skills
• Ability to work and lead in a multicultural, multi-location set-up

Knowledge
• Fluent in English (oral and written)
• Good understanding and knowledge of the technical, contractual and commercial issues related to design and engineering and construction of Floating, Production, Storage and Offloading vessels
• Experience with IFS, and ProArc is an advantage
